The atmosphere in the Great Hall of the People is solemn and lively. Above the podium hangs the emblem of the 11th National Congress of Returned Overseas Chinese and Their Relatives, while in the center of the rear curtain is the emblem of the China Federation of Returned Overseas Chinese, symbolizing the hearts of overseas Chinese from the five continents towards the motherland. Ten red flags are arranged on both sides.   Nearly 1200 representatives of returned overseas Chinese and their families from all over the country, as well as nearly 600 specially invited guests from over 100 countries, gathered together.

At 10 o'clock in the morning, General Secretary of the Communist Party of China Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, Xi Jinping, entered the venue and received warm applause from the audience.

The conference opened with the majestic national anthem of the People's Republic of China.

Li Xi, on behalf of the Central Committee of the Communist Party of China, delivered a speech entitled "Consolidating the Mighty Force of Overseas Chinese Unity and Struggle for Building a Strong Country and National Rejuvenation", expressing warm congratulations on the convening of the conference and sincere greetings to the vast number of returned overseas Chinese and their families, overseas Chinese, and workers of the Overseas Chinese Federation.

In his speech, Li Xi said that under the strong leadership of the Central Committee of the Communist Party of China, since the 10th National Congress of Returned Overseas Chinese and Overseas Chinese Family Members, the China Federation of Returned Overseas Chinese and various levels of overseas Chinese organizations have taken Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as guidance, conscientiously implemented General Secretary Xi Jinping's important statements on overseas Chinese affairs and group work, adhered to the principle of focusing on the center, serving the overall situation, and serving overseas Chinese, comprehensively fulfilled their functions, and continuously enhanced the political, advanced, and mass nature of the Overseas Chinese Federation, as well as its organizational strength and influence. The vast number of returned overseas Chinese and their families, as well as overseas Chinese, have always worked together with the motherland and the people, exerting unique advantages and making positive contributions in economic development, poverty alleviation, anti epidemic struggle, opening up to the outside world, maintaining long-term prosperity and stability in Hong Kong and Macao, and promoting national reunification.

Li Xi said that it is the central task of the Party to comprehensively build a strong socialist modernization country, achieve the second centennial goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese path to modernization. It also requires the joint efforts of Chinese people at home and abroad. I hope that the vast number of returned overseas Chinese and their families, as well as overseas Chinese, will actively respond to the call of the Party and the people, demonstrate greater achievements in helping to build a new development pattern and promote high-quality development, make greater contributions to strengthening the sense of community of the Chinese nation and promoting national reunification, play a greater role in promoting the excellent traditional culture of China and building a community with a shared future for mankind, achieve greater development in promoting the development of their homeland and their country of residence, gather the mighty force of unity and struggle, and create new and greater achievements in sharing the responsibility and glory of national rejuvenation.

On behalf of the All China Federation of Trade Unions, the Central Committee of the Communist Youth League of China, the All China Women's Federation, the China Federation of Literary and Art Circles, the China Writers Association, the China Association for Science and Technology, the All China Taiwan Compatriots' Friendship Association, and the China Disabled Persons' Federation, A Dong, the First Secretary of the Secretariat of the Central Committee of the Communist Youth League, delivered congratulatory speeches to the conference. The congratulatory message pointed out that all mass organizations should keep in mind their original aspirations and missions, learn from each other, cooperate closely, carry forward their fine traditions, give full play to their respective advantages, and jointly create a new era of new journey for the Party's mass work.

At the meeting, the "Decision of the Chinese Federation of Returned Overseas Chinese and the Overseas Chinese Office of the State Council on Commending Outstanding Chinese People and exemplary individual of Returned Overseas Chinese and Their Families", the "Decision of the Ministry of Human Resources and Social Security and the Chinese Federation of Returned Overseas Chinese on Commending Advanced Collectives and exemplary individual of the National Federation of Returned Overseas Chinese System", and the "Decision of the Chinese Federation of Returned Overseas Chinese on Commending Advanced Organizations and exemplary individual of the National Federation of Returned Overseas Chinese System" were read out, and awards were awarded to the award-winning units and individuals.

Wang Yi, Shi Taifeng, Li Ganjie, Li Shulei, Chen Wenqing, Wang Xiaohong, Luosanjiang Village, and Xian Hui attended the meeting.

Officials from relevant departments of the central and state organs, various people's organizations, military units, and officials from Beijing, as well as leaders from the central committees of democratic parties and the All China Federation of Industry and Commerce, and representatives from the overseas Chinese community in the capital, attended the opening ceremony.

The conference announced the list of elected chairpersons, vice chairpersons, secretaries general, and executive members of the 11th Committee of the All China Federation of Returned Overseas Chinese, passed resolutions on the work report of the 10th Committee of the All China Federation of Returned Overseas Chinese (Amendment), and hired advisors, overseas members, and honorary members of the 11th Committee of the All China Federation of Returned Overseas Chinese.

Li Xinnong, vice chairman of Jiangxi Federation of Overseas Chinese, chairman of Jiangxi Federation of Science and Technology Innovation Talents and chairman of Boxun Group, attended the conference and won the honorary title of "National exemplary individual of Returned Overseas Chinese and Their Family Members" jointly commended by the Chinese Federation of Overseas Chinese and the Overseas Chinese Affairs Office of the State Council.
